After I killed this one and deleted all accompanying files in the c:/windows/repair folder (there were some ini file and bak files), it finally died for good. I attempted to write protect file. I beleive that it is related to certain services that may have been "tweaked" to the manual or disabled setting on the machine suffering the problem.
